Description

The education welfare service undertakes statutory functions on behalf of the local authority. This includes:

Promoting and monitoring good school attendance

The principal aim of the education welfare service is to work in partnership with pupils, parents, schools and other agencies to maximise the school attendance of children and young people.
The service does this by having education welfare officers available to support parents and young people in order that young people can reach their academic potential by removing any barriers that are preventing the young person from attending school regularly. This may include the completion of assessments, referrals to other agencies, signposting to other services, liaising between home and school, having regular meetings and setting targets to improve attendance. The service uses it's statutory powers of enforcement when necessary.

Reintegration plan

A reintegration plan is a short-term agreement between a school and parent/carer to allow a reduction in time the child is in school.

Reintegration plans are used for a variety of reasons:

  • Due to health needs of the child, to allow a gradual return to full-time education
  • To support a child whilst additional support is explored
  • Following exclusions or when a child is at risk of exclusion to ensure the child's needs are being met and all support is available.

If a reintegration plan is agreed the school must make arrangements for school work to be provided whilst the child is not in school. Parent/carers views must be taken into account when developing a reintegration plan, a plan must not be actioned if parent/carers do not support the targets and agreements set in the plan. Reintegration plans must be monitored and reviewed in a timely manner and a copy must be sent to the Education Welfare Service.

Promoting and monitoring the safety of children and young people in employment and entertainment

Part-time work can teach young people many valuable lessons and skills but we must ensure that they are not exploited or unsafe. Children can work limited hours in restricted jobs from the age of 13.
Employers must have a work permit for each child they employ.

Many children in the East Riding take part in a variety of performances, including local and national theatre productions and television programmes. There are limitations on the times and duration of these rehearsals and productions that children can undertake. Most children who perform will require a licence and a chaperone. Entertainment licences are required from birth until the child is no longer of compulsory school age. The education welfare service is responsible for licensing children to perform and also for licensing the chaperones who support these children.

Child employment permits, performance and chaperone licenses are all provided by the education welfare service.
